Incentives Adjustment for April 2024

This proposal adjusts Osmosis Liquidity Incentives according to methodology in Proposal 578 as well as making the following adjustments: \n* Migrates incentives to Asset groups as approved in Proposal 752 \n* Migrates OSMO/STABLE VSG to include DAI/OSMO once more, also detailed in Proposal 752\n * Aligns incentives allocated with revenue collected by pool to make Osmosis Incentives fully sustainable, discussed during Incentive Working Group monthly call. \n * Extraordinary reduction in ATOM/OSMO incentives due to observed sticky liquidity despite consistent incentive reduction direction, discussed during Incentive Working Group monthly call. \n\n Full changes
