Expand Supercharged Quote Asset list

The removal of permissioned quote assets from Supercharged pool creation is pending implementation as approved in Proposal 819. This proposal would add a range of assets to the permission list to allow an increased variety of pairings for newer listings.

This proposal does not overwrite the signal that the permission list should be removed entirely in a future software upgrade.
